785ffc6595 build(bun): update packages & rules 
- rules dev => now watch is enable (recompile on each modification)

- update packages
    - typescript: 5 => 5.8.3
    - eslint: 9.31 => 9.33
    - prisma: 6.12 => 6.14
    - dotenv: 17.2.0 => 17.2.1
